(AP) ? President Barack Obama is calling on Congress to increase taxes on millionaires, reviving a proposal he first pitched last September that aims to draw sharp election-year lines between the president and the Republican opposition.

The plan, scheduled for a vote in the Democratic-controlled Senate on April 16, stands little chance of passing in Congress. But it is a prominent symbol of the efforts the president and congressional Democrats are making to portray themselves as champions of economic fairness. Republicans dismiss the idea as a political stunt with little real effect on the budget.

"We don't envy success in this country. We aspire to it," Obama said in his Saturday radio and Internet address. "But we also believe that anyone who does well for themselves should do their fair share in return, so that more people have the opportunity to get ahead ? not just a few."

Obama calls the plan the "Buffett Rule" for Warren Buffett, the billionaire investor who has complained that rich people like him pay a smaller share of their income in federal taxes than middle-class taxpayers. Many wealthy taxpayers earn investment income, which is taxed at 15 percent. Obama has proposed that people earning at least $1 million annually ? whether in salary or investments ? should pay at least 30 percent of their income in taxes.

The push for the Buffett Rule comes as millions of Americans focus on their taxes with the approach of this year's April filing deadline.

It also draws renewed attention to the effective tax rate of Republican presidential front-runner Mitt Romney, a millionaire who is paying 15.4 percent in federal taxes for 2011 on income mostly derived from investments.

By contrast, the top nominal rate for taxpayers with high incomes derived from wages, not investments, is 35 percent.

In his remarks Saturday, the president encouraged listeners to pressure their members of Congress "to stop giving tax breaks to people who don't need them."

While the plan would force millionaires and billionaires to part with more of their money, Congress' Joint Committee on Taxation estimated that if enacted, legislation reflecting Obama's proposal would collect $47 billion through 2022 ? a trickle compared with the $7 trillion in federal budget deficits projected during that period.

Obama also renewed his call for ending tax cuts for taxpayers earning more than $250,000. Those breaks, enacted during President George W. Bush's first term, expire at the end of this year.

"Today, the wealthiest Americans are paying taxes at one of the lowest rates in 50 years," Obama said. "Warren Buffett is paying a lower rate than his secretary. Meanwhile, over the last 30 years, the tax rates for middle-class families have barely budged."

The new effort comes just days after the Senate fell short of the 60 votes needed to advance Obama-initiated legislation that would have ended $4 billion in annual subsidies to oil and gas companies. Two Republicans voted with Obama and four Democrats voted against him.

In the Republican address, House Speaker John Boehner challenged Obama to get behind energy proposals backed by House Republicans, sustaining a GOP drive to blame the administration for high gas prices in an election year. Boehner called for more oil and gas production in federal lands and for a freeze in new regulations over refineries.

He criticized Obama for pushing the anti-oil subsidy bill and for pressing Senate Democrats to vote down an effort to jump-start an oil pipeline project from Canada to refineries on the Texas Gulf Coast. He said Obama, in a meeting with congressional leaders a month ago, had shown a willingness to embrace some House Republican energy ideas.

"It was a new sign of hope, but unfortunately, only a brief one," Boehner said.

"The pain at the pump is an urgent issue for hardworking taxpayers and it deserves the same urgency from leaders here in Washington," he added.

?Is anyone saying same-sex couples can?t love each other? I love my children. I love my friends, my brother. Heck, I even love my mother-in-law. Should we call these relationships marriage, too??-Rick Santorum

This is one of the most ridiculous things I?ve heard anyone say about gay marriage. Presumably, he is not in a romantic relationship with his children, friends, brother, or mother-in-law. I?m giving him the benefit of the doubt here, whether justified or not. His statement doesn?t even make sense to me. Is he denying that same-sex couples have a romantic relationship, which is why it makes sense to compare it to other non-romantic, non-sexual relationships? Or is he trying to suggest that, if people of the same sex are in a relationship, then they are also prone to having ?inappropriate? relationships with others in their lives?

?If the Supreme Court says that you have the right to consensual [gay] sex within your home, then you have the right to bigamy, you have the right to polygamy, you have the right to incest, you have the right to adultery. You have the right to anything. Does that undermine the fabric of our society? I would argue yes, it does. ? That?s not to pick on homosexuality. Okay, I was wrong. ?This one makes much less sense. I?m ?not even going to try to figure this one out. He can?t really be comparing gay sex to incest, can he? ?Ugh. ?Yes, I already know the answer to that. The scary thing is that, if he is the Republican nominee, there are a LOT of people who would blindly vote for him simply because he?s the nominee. I?m pretty sure my parents would, sad as that makes me. My mom, who lives in the South, told me, to my surprise, that if Obama was a good president, she would vote for him to have another term, yet she recently said she wouldn?t vote for him, feeling he hadn?t done anything to impress her. ?I?m pretty sure Rick Santorum wouldn?t either. Let?s just hope he doesn?t get that chance.

Living Language (for iPad)

As a stand-alone app, meaning without any additional course material or training, Living Language can help you study and practice words and phrases in a new language, but it won't get you very close to fluency. I personally find it helpful to have some content in my native tongue, and Living Language still keeps the English to a minimum. It makes sense to teach grammar and the occasional cultural tip in English. Word translations also typically provide more clarity than the immersion method of matching words to pictures.

I tried the Living Language iPad app in both Spanish, a language I've studied before, and Japanese, which was 99 percent foreign to me. I had a very difficult time learning any Japanese whatsoever. The material wasn't sticking with me, and I didn't enjoy it enough to want to come back again and again. Meanwhile, my Spanish was returning quickly. Short bursts of learning on the go or before falling asleep at night seemed to be paying off.

Lessons and Modules
Living Language's modular lessons use flashcards, games, interactive sentence-building exercises, and fill-in-the-blank exercises. It lacks a strong audio component, which is a major weakness of the program. When listening, you'll mostly hear single words and short sentences, rather than stories or dialogue in context. For example, all flashcards contain an audio file that you can play to hear a word spoken aloud. Reading sections also contain audio icons that, when pressed, play spoken words. But it's all very fragmented.

When learning a new language, a lot of people benefit from deep listening exercises of 15 to 30 minutes a day. Pimsleur Comprehensive ($119.95 for digital download, 3.5 stars) and Rocket Languages Premium ($99.95 for lifetime membership, 4.5 stars and an Editors' Choice) both excel in the audio department. Pimsleur, named for the linguist who developed a precise listen-and-repeat methodology for adult language learning, uses audio almost exclusively, while Rocket Languages offers visual and interactive components mixed in. The audio portions of Rocket Language require a good 15 to 25 minutes of exclusive and uninterrupted listening. It's not meant to be broken up with the other learning modules, which can be used separately.

In Living Language, exposure to new vocabulary mostly comes through flashcards. For the most part, you see a word in the language you're learning paired with an image on a card. Click to flip the card, and it reveals the English translation. When you've got a word down pat, mark the card as "mastered." If you don't know the word yet, mark the card as "study." It's rather dry stuff, not very engaging or memorable.

There's another learning module that shows dialogue bubbles one by one, which I think is basically just more flashcards in disguise, because these too have a click-to-flip function with a translation behind them. Both the traditional flashcards and the dialogues contain audio files so you can hear the word or words spoken in the new language, but they are derived of any real-world context.

Short reading passages remind me too much of dry very textbook material. Sure, they get to the point, often explaining a grammatical rule, but I never once looked forward to reading them.

Justices moving to heart of health care overhaul

WASHINGTON (AP) ? As demonstrations swirled outside, Supreme Court justices signaled on Monday they are ready to confront without delay the keep-or-kill questions at the heart of challenges to President Barack Obama's historic health care overhaul. Virtually every American will be affected by the outcome, due this summer in the heat of the election campaign.

On the first of three days of arguments ? the longest in decades ? none of the justices appeared to embrace the contention that it was too soon for a decision.

Outside the packed courtroom, marching and singing demonstrators on both sides ? including doctors in white coats, a Republican presidential candidate and even a brass quartet ? voiced their eagerness for the court to either uphold or throw out the largest expansion in the nation's social safety net since Medicare was enacted in 1965.

Tuesday's arguments will focus on the heart of the case, the provision that aims to extend medical insurance to 30 million more Americans by requiring everyone to carry insurance or pay a penalty.

A decision is expected by late June as Obama fights for re-election. All of his Republican challengers oppose the law and promise its repeal if the high court hasn't struck it down in the meantime.

On Monday, the justices took on the question of whether an obscure tax law could derail the case.

The 19th century law bars tax disputes from being heard in the courts before the taxes have been paid.

Under the new health care law, Americans who don't purchase health insurance would have to report that omission on their tax returns for 2014 and would pay a penalty along with federal income tax on returns due by April 2015. Among the issues facing the court is whether that penalty is a tax.

Solicitor General Donald Verrilli Jr., defending the health law, urged the court to focus on what he called "the issues of great moment" at the heart of the case. The 26 states and a small business group challenging the law also want the court to go ahead and decide on its constitutionality without delay.

But one lower court that heard the case, the federal appeals court in Richmond, Va., has said the challenge is premature. No justice seemed likely to buy that argument Monday.

The justices fired two dozen questions in less than a half hour at Washington attorney Robert Long, who was defending the appeals court ruling.

"What is the parade of horribles?" asked Justice Sonia Sotomayor, if the court were to decide the penalties were not a tax and the health care case went forward? Long suggested that could encourage more challenges to the long-standing system in which the general rule is that taxpayers must pay a disputed tax before they can go to court.

The questions came so quickly at times that the justices interrupted each other. At one point, Justices Ruth Bader Ginsburg, Elena Kagan and Sotomayor started speaking at the same time. Chief Justice John Roberts, acting as traffic cop, signaled Ginsburg to go first, perhaps in a nod to her seniority. Only Justice Clarence Thomas, as is his custom, stayed out of the fray.

Verrilli also faced pointed questioning over the administration's differing explanations for whether the penalty is a tax.

"General Verrilli, today you are arguing that the penalty is not a tax. Tomorrow you are going to be back and you will be arguing that the penalty is a tax," Justice Samuel Alito said.

Verrilli said Monday's argument dealt with the meaning of the word in the context of the 19th century law, the Anti-Injunction Act. Tuesday's session will explore Congress' power to impose the insurance requirement and penalty. In that setting, he said, Congress has the authority under the Constitution "to lay and collect taxes," including the penalty for not having insurance.

Still, he had trouble keeping his terms straight. Answering a question from Kagan, Verrilli said, "If they pay the tax, then they are in compliance with the law."

Justice Stephen Breyer jumped in: "Why do you keep saying tax?" Breyer reminded Verrilli he should be saying penalty.

"Right. That's right," Verrilli said.

The administration officials involved with the defense and implementation of the health care law, Attorney General Eric Holder, Health and Human Services Secretary Kathleen Sebelius, were in the courtroom Monday. Republican Sen. Jeff Sessions of Alabama and Florida Attorney General Pam Bondi also were in the crowd that filled the courtroom's 400 seats.

Outside the court building, about 100 supporters of the law walked in a circle holding signs that read, "Protect my healthcare," and chanting, "Care for you, care for me, care for every family." A half-dozen opponents shouted, "We love the Constitution!"

Republican presidential candidate Rick Santorum was there, too, declaring anew that GOP front-runner Mitt Romney has no standing to challenge Obama on the law since Massachusetts passed a somewhat similar version when Romney was governor. Santorum said, "If you really want Obamacare repealed there's only one person who can make that happen."

Said Romney, on CNN, "If I'm elected president I will repeal Obamacare. And I will stop it in its tracks on Day One. I believe it's unconstitutional. I believe the court will find it unconstitutional."

A four-person student band from Howard University was part of the group favoring the law, playing New Orleans-style jazz tunes.

People hoping for a glimpse of the action had waited in line all weekend for the relatively few seats open to the public. The justices allotted the case six hours of argument time, the most since the mid-1960s.

The justices also will take up whether the rest of the law can remain in place if the insurance mandate falls and, separately, whether Congress lacked the power to expand the Medicaid program to cover 15 million low-income people who currently earn too much to qualify.

If upheld, the law will force dramatic changes in the way insurance companies do business, including forbidding them from denying coverage due to pre-existing medical conditions and limiting how much they can charge older people.

The law envisions that insurers will be able to accommodate older and sicker people without facing financial ruin because of its most disputed element, the requirement that Americans have insurance or pay a penalty.

By 2019, about 95 percent of the country will have health insurance if the law is allowed to take full effect, the Congressional Budget Office estimates.

Polls have consistently shown the public is at best ambivalent about the benefits of the health care law, and that a majority of Americans believe the insurance requirement is unconstitutional.

(AP) ? Rick Santorum is vowing to press forward with his presidential bid after a victory in Louisiana.

The former Pennsylvania senator on Saturday said he is "still here" and "still fighting," even as front-runner Mitt Romney was far ahead in the critical race for delegates.

In a victory speech, Santorum insisted his conservative principles are "sketched on our hearts," a jab at the former Massachusetts governor. A top Romney aide this week compared the move from a primary into a general election to an Etch A Sketch toy, implying they could be erased and redrawn.

Santorum soundly beat Romney in Louisiana Saturday, adding another Southern win on top of victories in Tennessee, Alabama and Mississippi.

But he was campaigning in Wisconsin, the next critical battleground. Wisconsin votes April 3.

(AP) ? Whitney Houston was a chronic cocaine user who had the drug in her system when she drowned in a hotel bathtub, coroner's officials said Thursday after releasing autopsy findings that also noted heart disease contributed to her death.

The disclosure ended weeks of speculation about what killed the Grammy-winning singer on Feb. 11 on the eve of the Grammy Awards.

Houston was found submerged in the bathtub of her room at the Beverly Hilton Hotel, and her death was ruled accidental. Several bottles of prescription medications were found in her hotel room, but coroner's officials said there weren't excessive quantities.

"We are saddened to learn of the toxicology results, although we are glad to now have closure," Patricia Houston, the singer's sister-in-law and manager, wrote in a statement to The Associated Press.

Beverly Hills police said in a statement there was no evidence of wrongdoing in connection with Houston's death.

Coroner's Chief of Operations Craig Harvey said cocaine and its byproducts were found in Houston's system, and the drug was listed as a contributing factor in her death. He said the results indicated Houston was a chronic cocaine user.

Toxicology results also showed Houston had marijuana, Xanax, the muscle relaxant Flexeril, and the allergy medication Benadryl in her system. Houston died just hours before she was scheduled to appear at producer Clive Davis' pre-Grammy Awards bash.

The singer also had buildup of plaque in her arteries that can restrict blood flow. Assistant Chief Coroner Ed Winter said the condition is common in drug users, although he said it wasn't clear whether Houston had a heart attack on the day she died.

"It just beats up their heart and they will go to use and they will have a heart attack," he said.

The exact amount of cocaine in Houston's system was not disclosed Thursday but will be contained in a full autopsy report to be released in about two weeks, officials said.

Cocaine use has been known to cause damage to the heart and could have cause Houston's death, said Dr. Michael Fishbein, professor of pathology at the David Geffen School of Medicine at UCLA. He had no role in the investigation.

He said a likely scenario was that Houston's cocaine use interfered with the normal function of her heart.

"There's no reason to drown in a bathtub unless you're incapacitated," Fishbein said.

Family and friends said after Houston's death that they didn't believe she was still abusing drugs.

"I don't think drugs was an issue for her before her death. I don't know what happened that day," Patricia Houston said in a recent interview with Oprah Winfrey.

Houston, 48, was buried in a New Jersey cemetery next to her father after an emotional four-hour funeral service that was attended by friends, family and superstars such as Oprah Winfrey, Tyler Perry, Alicia Keys, Mariah Carey, Mary J. Blige, Jennifer Hudson and Roberta Flack

Houston, a sensation from her first, eponymous album in 1985, was one of the world's best-selling artists from the mid-1980s to the late 1990s, turning out such hits as "I Wanna Dance With Somebody," ''How Will I Know," ''The Greatest Love of All" and "I Will Always Love You." But as she struggled with drugs, her majestic voice became raspy, and she couldn't hit the high notes.

Interest in her music skyrocketed after her death, pushing her songs back on to charts and into heavy rotation on the radio.

She influenced a generation of younger singers, from Christina Aguilera to Mariah Carey, but Houston's drug use derailed her career and took a heavy toll on her once pristine voice.

But by the end of her career, she was a stunning cautionary tale of the toll of drug use. Her album sales plummeted and the hits stopped coming. Her once serene image was shattered by a wild demeanor and bizarre public appearances. She confessed to abusing cocaine, marijuana and pills and was eventually unable to hit the high notes as she had during her prime.

"The biggest devil is me. I'm either my best friend or my worst enemy," Houston told ABC's Diane Sawyer in an infamous 2002 television interview with then-husband Bobby Brown by her side.

She had been attempting a comeback when she died. She had finished filming a remake of the movie "Sparkle" in which Houston sang the gospel hymn "His Eye is on the Sparrow." Producers of the film have said the singer was a complete professional on the set.

Currently it's far too unsafe a design to contemplate building, and there are concerns about methane in the natural gas production process, but hopes remain that the kinks will be ironed out well before the 2045 deadline.
